PROFESSIONAL SUMMARY

Dr. Paniagua is a soil - structure interaction expert. He personally performs finite element analysis of concrete and steel structures that interact with soil and rock to analyze how the entire system will perform under both static and dynamic loading. Types of finite element projects have been concrete tunnel and tieback anchor interaction, combination cantilever H-pile and Mechanically stabilized earth support structure and shotcrete lining of tunnels.

Dr. Paniagua has been a Professor of Soil Mechanics and Foundation Engineering at the University of Puerto Rico, Mayaguez, and the Universidad Central del Este in the Dominican Republic. He has been the Director of Community Development Programs, General Manger of the National Electrical Utility Company and Presidential Advisor for Energy Development Projects, all in the Dominican Republic.

Dr. Paniagua has been a consultant for thirteen large dam projects in the Dominican Republic and one in Puerto Rico, principally in the areas of borrow excavations, geophysical and geotechnical investigations, embankment fill design and construction, tunnel design and construction, and instrumentation design and installation. He has been a consulting engineer for aqueduct and sewer projects, highways, bridges, high-rise building foundations, deep excavations, dewatering systems, analysis and design of large cuts in residual soils, and feasibility studies and design of electrical power plant installations, transmission and distribution power-lines.

  • Sturctural soil interaction consultant for correction repair of Tunnel #4 near Elko, NV. Moving concrete liner was stabilized by tieback anchors.
  • Cow Creek combination retaining wall design, BNSF double track project, Bonners Ferry , ID.
  • Rock cut stability analysis using rock bolts, BNSF double track project, near Bonners Ferry , ID.
  • Friction pile interaction analysis, BNSF double track project, near Troy, MT.
  • Special Geotechnical Consultant for the construction of the Cerrillos Dam, Ponce, Puerto Rico
  • Special Geotechnical Consultant for the construction of the Sabana Yegue Dam, Dominican Republic

  • Foundation recommendations for three bridge crossing of the main transmission pipes; engineering geology study and design recommendations for the transmission tunnel; and engineering geology, geotechnical studies and construction recommendations for 4.5 km of side-slope cuts for the installation of the main transmission pipes. Valdesia-Santo Domingo Aqueduct, Dominican Republic.Responsible for studies, design, specifications and construction supervision of the excavation of the 1700-meter-long, 3.1-meter-diameter pressure tunnel and three river crossing structures for the 1.7-meter-diameter main aqueduct pipe. Design of all major excavation cuts along the 40 km route of the main aqueduct pipe Design of a soil-nail and micro-pile system for the stabilization of the tunnel portals in coluvial talus deposits, and gabion walls and stabilization procedures for high-cut slopes in calcareous soils at the Noriega Treatment plant. Design of the contact and consolidation grounting and the penstock and reinforced concrete lining of the tunnel. Foundation design of a pumping station structure in the Lopes Reservoir. Cibao Central Aqueduct, Dominican Republic.
  • Studies and foundation design for the Haina River diversion dike and pumping station at Manoguayabo, Dominican Republic. Design of the river diversion channel and cofferdams.
  • Design of a sheetpile double-walled cofferdams for the crossing of the Manoguayabo-Santo Domingo main aqueduct pipe under the Haina River. Design of the sheetpile scour protection wall and all the specifications and procedures for construction.
  • Preliminary geotechnical and geologic evaluations of 11 km of tunnel alignments and dam sites for a rockfilled dam for the Joca River Projects.
  • Design of erosion control measures and structures for the Valdesia-Santo Domingo Aqueduct, the Manoguayabo-Santo Aqueduct and the Cibao Central Aqueduct.
  • Analysis of a slope failure in residual soils, and design of a tieback system to stabilize slopes, Las Colinas Development, San Juan Puerto Rico.
  • Design modifications for the stability of slopes under particularly unfavorable geologic conditions, Highway PR-10, Puerto Rico.
  • Foundation conditions for long viaduct bridge on Highways PR-9, PR-22 and PR-9 in Puerto Rico.
  • Ground penetrating radar survey and geotechnical evaluation of the pavement foundation conditions of the main runway of the Las Americas airport in Sano Domingo, Dominican Republic.
